Correctional: Pertaining to the treatment and rehabilitation of offenders through a program involving penal custody, parole, and probation; the administration of such treatment as a matter of public policy.
Outcomes: What follows as a result or consequence. C.O.R.E.S.T.A.R. will focus on outcomes rather than outputs. For example, an output would measure the number of inmates completing job-training programs, while an outcome would measure the number of inmates who secure and maintain employment at a certain wage for a certain period of time.
Reentry: The action of reentering the community after a period of incarceration. The PPS will be taking the lead on reentry programs. These programs will start within the walls and will continue to assist ex-offenders in the community. The PPS will be taking ownership of reentry initiatives, as it is an essential element of our profession.
Ethics: The discipline dealing with what is good and bad and with moral duty and obligation; a set of moral principles or values; a theory or system of moral values; the principles of conduct governing an individual or a group; a guiding philosophy.
Security: Measures taken to guard against espionage or sabotage, crime, attack, or escape; an organization or department whose task is security. Security is the Philadelphia Prison System's basic function. We must improve our already excellent practices and procedures.
Treatment: The act or manner or an instance of treating someone or something; a substance or technique used in treating. Treatment includes all inmate programs as well as medical and behavioral health services. We must focus both on security and treatment, as they are equally important.
Accountability: The quality or state of being accountable; an obligation or willingness to accept responsibility or to account for one's actions. The Philadelphia Prison System is accountable to taxpayers, elected representatives, the Board of Trustees, and City administrators to carry out its mission and to spend resources as efficiently as possible. We are also accountable to abide by the Constitution as well as Federal and State laws and City ordinances.
Review: The process of going over or examining critically or deliberately. C.O.R.E.S.T.A.R. will be the instrument for critical review of PPS operations, practices, and procedures.
