Ms. Delicsha C. Brown began working with the City of Philadelphia in 1988 as a part-time employee with the Free Library of Philadelphia. In 1992, upon graduation from Temple University with a Bachelor's of Administration Degree in Human Resources, she resigned from city employment and took a position in Retail Management.

In 1994, she was interviewed and was appointed by the Philadelphia Prison System as a Management Trainee. During the years that followed she was promoted several times and given different areas of responsibility. Ms. Brown has had numerous opportunities to attend training within her field and obtain certifications to prepare her for her most recent position of Departmental Human Resources Manager III.

As the H.R. Manager she is responsible for the Payroll Unit, Safety Office, Recruitment Unit and the HR Office, which services over 2300 employees. In addition to her responsibilities within the Prison System, she is a city-wide trainer in the Performance Excellence Process.
