Arthur J. Blackmon, Jr.
Arthur Blackmon earned an Associate degree in Management from Community College of Philadelphia and is a graduate of the Urban League Leadership School. Prior to his employment with the Philadelphia Prison System, Arthur Blackmon served in the U. S. Air Force for four years of active duty and five years of active reserves. While in the Air Force, he attained the rank of Staff Sergeant, serving as a crewmember aboard the C-5A. Arthur Blackmon began his career with the Philadelphia Prison System in 1977. He progressed through the ranks, eventually achieving the rank of Warden in 2002. His experience includes supervising female offenders and supervising the work-release program. In addition, Mr. Blackmon is experienced in unit management and direct supervision at all levels of custody. Believing that reading can have a positive impact on an inmate's life, Warden Blackmon has established book clubs for the inmate population at two PPS facilities. In 1999, Arthur Blackmon was honored as PPS Administrator of the Year.
