Agency History
In June 1961, Mayor Dilworth appointed a committee to make recommendations regarding "the methods and practices involving the procurement of goods and services by the City; the character, general qualifications, selection and supervision of Civil Service employees in the supervisory grades; and the standards of ethics which should govern every city employee." Headed by Jefferson B. Fordham (and known colloquially as the Fordham Committee), this Committee submitted its report to Mayor Tate on 15 March 1962. The recommendations in this report led to the creation of the Philadelphia Board of Ethics (Record Series 60.105).
