This series relates to public hearings, at which outside testimonies by the general public and other private and public agencies were the main focus. These records include lists of speakers, hearing transcripts, written testimony submissions (often close or identical to the oral testimony recorded in the transcripts).

179.5 Substantive Committees- Recommendations

In formulating its preliminary recommendations, the Philadelphia Independent Charter Commission divided itself into five subcommittees, also called substantive committies. Each of the five substantive committees studied and made recommendations for change in specific areas of the existing home rule charter. This series consists of materials related to the change recommendations produced in sum by the 5 substantive committees. Series is numbered in correspondence to the final, rather than preliminary, recommendations produced by the commission. Recommendations # 1-13 pertain to departmental reorganization; #14-27 to planning and procurement; #28-32 to budgetary and financial procedures; #33-42 to panels, boards, and commissions; #43-49 to personnel practices; and #50-92 to miscellaneous or transitional issues.

This series encompasses specific issues pertaining to the new charter, particularly controversial social issues and reorganizati on structure. There are also some general background materials that were provided to the commission panel for research purposes at the time of the formation of the commission; these materials primarily pertain to the work of past commissions and charter research done by the Committee of Seventy and the University of Pennsylvania.

Committee I dealt with matters pertaining to the structure of the executive branch, and the reorganization of boards, commissions and and panels. The committee consisted of Heim, Howell, and Lotman. Series contains general and panel-specific materials given to Committee I Series also contains reports produced by Committee I, including status reports on the work of the committee, and the development of proposals that were encorporated into the Charter Commission's preliminary recommendations.
(Note: This is the only time the general materials appear, although all five committees recevied this packet. Committee II - V materials are cross-indexed to Committee I in the foldered materials.)

In November, 1992, the commission sent out questionnaires related to charter change. Series consists of survey forms, comments, and statistical breakdowns of the survey, as well as correspondence from the members of municipal unions sent along with the surveys to individual members of the charter commission.

Correspondence subseries primarily consists of form letters with a handful of handwritten correspondence interspersed and consists of AFSCME Locals 2187 (bulk), 159, 488, District Council 33, and some unidentified locals. Correspondence is arranged by commission recipient.

Comprehensive photo facsimile compilation of newspaper articles and editorials, dating from the initial creation of the PCC in July 1992 until the immediate aftermath of the defeat of the charter amendment ballot question in May 1994. Most of the clippings were culled from The Philadelphia Inquirer and The Philadelphia Daily News. A smattering come from The Philadelphia Tribune, The Philadelphia Gay News, and magazine articles.
