62-3.1 Operating Budget

Presented annually by the Mayor to City Council; includes Mayor's message of transmittal, summaries of aspects of proposed budget, statements of obligations of each City and County office and total appropriations recommended for them, a proposed ordinance for General Fund, Water Fund, County Liquid Fuels Tax Fund, Gasoline Tax Fund, Convention and Civic Center Fund, Hotel Room Rental Tax Fund, Grants Revenue Fund, Aviation Fund, and Community Development Fund.
The City's budget year followed the calendar year until 1967. On 14 December 1967, Mayor James H. J. Tate signed an ordinance changing the fiscal year to a July 1-June 30 year. For the purposes of transition, the City operated an 18-month fiscal year from 1 January 1968 to 30 June 1969. All financial reports prepared by the Office of the Director of Finance reflect the change in the fiscal year.

Entries list specific appropriations recommended by Mayor for salaries of each officer and employee of the all City and County offices, recommended number of employees for each category in each office, for those offices' purchases of services, materials and supplies, and an inventory of the equipment held by each showing the original cost, age and condition of each item.
Volume I of each year since 1956 generally contains the schedules for the Council, Mayor, Finance, Commerce, Courts and related offices, Independent Agencies and Commissions, and other public agencies. Volume II of each year contains the schedules for the departments and boards reporting to the Managing Director, including the Office of the Managing Director, Police, Streets, Fire, Public Health, Recreation, Public Property, Human Services (formerly Public Welfare), Licenses & Inspections, Records, Water, and Fleet Management.

62-3.6 City Managers' Reports

The City Managers Report are summary reports issued monthly and quarterly on the finances and management of the City of Philadelphia. It is prepared under the direction of the Initiative Compliance Committee by the Budget Bureau, Office of Budget and Program Evaluation, in cooperation with the Office of the Director of Finance, Office of the Managing Director, and the Mayor's Office of Management and Productivity. The purpose of the report is to provide the senior management staff with a clear and timely summary of the City's progress in implementing the financial and management goals of the current year of the City's Five Year Financial Plan, both on a "Year to Date Actual" basis and on a "Forecast for Full Year" basis. The Reports contain schedules for the General Fund, Water Fund and Aviation Fund, Cash Flow Forecast, Grants Revenue Fund - Unanticipated Grants, Departmental Full Time Positions, and Management and Productivity Initiatives, includes an initiatives progress reports, a competitive contracting status report, a productivity bank status report, a labor initiatives status reports and the Private Sector Task Force status report.

The City Archives' holdings begin with the report for the month ending 30 November 1992. The reports for February and April 1993 were not received.
