- The mission of the Office of Emergency Shelter and Services is to provide comprehensive case management, protective, preventive, and referral services to adults and families in need of temporary shelter and affordable housing. The overall goal is to assist individuals and families to move toward independent living and self-sufficiency.

- Agency History
- The Office of Services to the Homeless and Adults (OSHA) was established by Executive Order 6-88 on 6 April 1988 by Mayor W. Wilson Goode to provide comprehensive case management, protective, preventive, and referral services to adults and families in need of temporary shelter and affordable housing. OSHA also provides leadership in long range planning and the development of an annual comprehensive homeless assistance plan. In November 1995, the name was changed to the Office of Emergency Services (OES). On April 2, 1996, the name was changed to the Office of Emergency Shelter and Services.
