What we do
The Philadelphia Water, Sewer, and Storm Water Rate Board is an independent body. City Council established the Board to set rates and charges for water and sewer service.
Through a process of board meetings and hearings, the board considers testimony and other evidence submitted by City officials and members of the public to arrive at fair and reasonable rates to provide adequate funding for the operation of the Philadelphia Water Department.

PWD files advance notice of 2021 rate proceeding
On January 15, 2021, the Philadelphia Water Department (“Department” or “PWD”) filed a request with the Philadelphia Water, Sewer and Storm Water Rate Board (“Rate Board”) to increase water, sewer and stormwater rates and charges over two successive years, effective on September 1, 20211. The Department requests a cumulative increase of approximately $141 million in operating revenues during the period of September 1, 2021 through June 30, 2023.
