
Stephanie Tipton was appointed Chief Administrative Officer (CAO) by Mayor James Kenney in December 2019… As the CAO, Stephanie oversees critical city-wide administrative functions, including IT, purchasing, records management, and human resources. Under her leadership, the Office of the CAO has secured key legislative changes that improve procurement and human resources practices, successfully advocated for the expansion of paid parental leave for all City employees, launched the Service Design Studio, and created the Operations Transformation Fund, a $10 million fund to support innovation in City departments.
Prior to her tenure in the Office of the CAO, she was the City’s Deputy Chief Integrity Officer, advising the Mayor, members of the Mayor’s Cabinet, and Executive Branch employees on the application of local ethics rules to their daily work. She has also overseen key procurement and contract-compliance functions, including as a Deputy Procurement Commissioner and as a Deputy Finance Director. Stephanie began her career with the City of Philadelphia as an Assistant Managing Director and oversaw the City’s language access program which focused on ensuring that limited English proficient Philadelphians could access their legal right to City services. She also managed the Mayor’s Internship Program (which she considers one of her best jobs in City government).
