What we do
The Office of Economic Opportunity (OEO) works to support fair and open access to City contracting opportunities.
The office promotes transparency in the procurement process and helps businesses understand and navigate requirements for participation in City contracts through the “Doing Business with the City” and “Business Development Series” workshops.
OEO monitors compliance with City contract requirements, including participation for small businesses.
Through these efforts, OEO helps ensure contracting processes are fair and equitable for all businesses.
OEO Registry

Certification agencies
If you need a business certification, you must contact a recognized certification agency for more details.
We will review and consider certifications from municipalities and private organizations, including:
- NMSDC
- Women’s Business Enterprise Council PA-DE-NJ (WBEC)
- Women’s Business Enterprise National Council (WBENC)
- Pennsylvania Unified Certification Program
- Office of Small and Disadvantaged Business Utilization (OSDBU) (list of authorized DBEP program sites)
- Washington Metropolitan Area Transit Authority (WMATA)
- Metropolitan Washington Airports Authority (MWAA)
- Virginia Department of Small Business & Supplier Diversity (SBSD)
