If you’ve owned and lived in your Philadelphia home for 10 continuous years or more, you may qualify for property tax savings through the Longtime Owner Occupants Program (LOOP).

LOOP helps eligible longtime homeowners whose property assessments have increased significantly. The program saves you money by limiting how much your assessment increases for tax purposes. Keep reading to find out more.

Lock in your assessment

When your property assessment increases, your property taxes may increase too. But LOOP can help you manage these increases by:

  • Limiting how much the assessed value of your property can increase for tax purposes.
  • “Locking in” your home’s assessment at a certain amount for as long as you remain eligible.

This protects you from large Real Estate Tax increases as property values in your neighborhood rise.

The best part is that your home’s value may rise—but your tax bill stays more stable.

Stay in your home

For many Philadelphians, their home is where they’ve lived for decades. This is where they raised their families and built relationships with neighbors. LOOP helps you stay in your home longer by protecting you from assessment increases and making your property taxes more affordable.

You may qualify

You may qualify for LOOP if:

  • You own a Philly home and live in it as your primary residence.
  • You’ve lived there for 10 years or more
  • Your property value has increased by:
    • At least 50% or more from one year to the next, or
    • At least 75% over five (5) years
  • Meet the program’s household income limits.
  • You’re current on your property taxes or are enrolled in an approved payment plan.

Annual household income limits depend on your household size. Visit phila.gov/loop to review the program’s income, family size, and other eligibility requirements. For 2026, the income limit for a household of four is $147,250.

Apply online – it’s the fastest and most secure way!

  • Use the “Search for a property” link on the Philadelphia Tax Center homepage to search for your property,
  • Select your OPA number in the “Search results” box to proceed,
  • Pick “Apply for real estate assistance programs”,
  • Select “Apply for all Real Estate Tax assistance programs,” and follow the prompts.

What you need

To apply, you’ll need your property address, owner information, and recent property assessments. Find your assessment values at property.phila.gov. You also need proof of income and proof of residency.

Good to know

Once you’re approved, you don’t have to reapply. But if you leave the program, you may not be able to re-enter. In addition, you can’t be enrolled in LOOP and Homestead Exemption at the same time.

Use the Real Estate Tax Estimator on property.phila.gov to see what your bill will look like with Homestead and LOOP, and to find out whether your 2027 assessment increased enough to qualify for the program. Enter your address into the search bar and use the drop-down menu to estimate your savings. That way, you’ll know which program saves you the most.

If you have the Homestead Exemption currently and want to switch, you’ll need to first submit a Homestead removal form. Full instructions are at phila.gov/loop.
