Philadelphia’s combined property tax relief application makes it easier for homeowners to get help. Instead of filling out separate applications, you can apply for up to five programs all at once. The system will help you decide which program is best for you:
- Homestead Exemption – lowers your home’s taxable value—helping you pay less in property taxes.
- Longtime Owner Occupants Program (LOOP) – caps your home’s assessed value and limits future tax increases.
- Low-Income Tax Freeze – locks your annual Real Estate Tax bill at the previous year’s amount, regardless of changes in your home’s valuation or tax rate.
- Senior Tax Freeze – freezes your bill at the amount it was the year you became eligible—going back to 2018. Like the Low-Income Tax Freeze, the Senior Freeze also adjusts if the value or tax rate decreases.
- Real Estate Tax Installment Plan – lets you pay your current bill in installments without interest or penalties. It’s open to all seniors, regardless of income, as well as low-income homeowners.
Thousands of homeowners have already used the simplified 5-in-1 application. You can too!
A simpler way to apply
Homeowners in Philadelphia can get help lowering their taxes. The City offers several programs, but each has its own eligibility requirements.
The combined application removes the hassle of submitting separate paperwork. You don’t have to search for multiple forms. You don’t have to figure out which application to submit first. The combined application helps you understand which programs your household qualifies for so you can maximize your savings.
The City uses your application to decide which programs you qualify for and will save you the most. That’s fewer forms to keep track of.
Before you apply,
Make sure you:
- Review each program’s eligibility requirements and due dates. All five aren’t due at the same time. But we accept applications all year round.
- Learn how much you can save with each program—savings vary per program. The easiest way to find out is to use the Real Estate Tax estimator on property.phila.gov (see the blue box). Enter your address (street number and name) and select the magnifying glass. Make sure your address is correct.
- Have the information and documents you need. Providing complete and accurate information can help avoid delays in processing your application.
Remember, submitting through the combined application does not mean you qualify for every program. Each program has its own requirements. Your eligibility will depend on your circumstances.
