Liberty Bell Safe Certification Program

The Liberty Bell Safe Certification Program offers free specialized trainings to help businesses create safer nighttime experiences for patrons and employees.

This program is dedicated to helping business managers and owners:

  • Prevent safety issues by recognizing their warning signs early.
  • Respond to and manage safety issues when they happen.
  • Understand common challenges that businesses face at night.

Eligible businesses can be selected to join a series of training sessions to gain these skills. Businesses that successfully complete the trainings will earn Liberty Bell Safe Certification and get access to exclusive benefits.

The Liberty Bell Safe Certification Program helps advance a safer, more inclusive and creative nighttime economy in Philadelphia. This program is administered by the Department of Commerce.

Eligibility

These trainings support local businesses that operate at night. Eligible businesses must:

  • Have been operating for at least one year.
  • Be regularly open to the public after 5 p.m.

Businesses must also be:

  • Located in Philadelphia.
  • Registered and licensed with the City of Philadelphia.
  • Up to date on City taxes or have an approved tax payment agreement.
  • Up to date on all state and federal taxes, have an approved payment plan, or be in the process of setting up a payment plan.

Process

Apply to the program

You can apply to the Liberty Bell Safe Certification program online:

Complete the application online

If your business is selected to join the program, you'll attend six training sessions to become a Liberty Bell Safe (LBS) Certified business in Philadelphia. The sessions cover the following topics:

  • Harm reduction.
  • Sexual harassment.
  • Conflict resolution.
  • Diversity, equity, and inclusion.
  • Active shooter awareness
  • Human trafficking.

Training cohorts are scheduled on a rolling basis. All trainings take place on a Monday. If you're chosen to participate, you must complete all six training courses over the course of one day, between 9 a.m. and 3:30 p.m.

At least 60% of management staff or owners must complete the training during the two-month certification period. Full attendance is mandatory for certification.

Recertify your business

The Liberty Bell Safe Certification is valid for three years.

Certified businesses need to complete refresher courses to be recertified. Refresher courses cover material from the original trainings, updated with new relevant content as needed.

Liberty Bell Safe Certified businesses receive these benefits:

  • Recognition as a Liberty Bell Safe Certified business with the City of Philadelphia. This includes a decal to showcase your certification at your business.
  • Appear on a list of Liberty Bell Safe Certified businesses on visitphilly.com
  • A $500 marketing grant from the Department of Commerce to elevate customer outreach.
  • Access to drink spiking test kits.
