Wage theft complaint information

Please note that the Protect Our Workers, Enforce Rights (POWER) Act was signed into law on May 27, 2025, and took effect immediately. The POWER Act amended many of the laws that the Office of Worker Protections enforces, and the Office is in the process of updating all affected materials and regulations. We will be posting updates as they are finalized. Please refer to the text of the POWER Act for current information on the applicable laws that have been affected.

If you’ve experienced wage theft in Philadelphia, you can file a complaint online. Visit our report wage theft violation page for more information and to file your complaint with the Department of Labor.

A printable complaint form is also available below, along with one-page flyers in different languages. These one-pagers were created by  the Office of Immigrant Affairs (OIA) in partnership with local non-profits to inform workers in Philadelphia about their rights. These materials are provided for general informational purposes only, do not constitute legal advice, and are not guaranteed to be up-to-date.

Philadelphia’s wage theft law can be found in the Philadelphia Code Chapter 9-4300, “Wage Theft Complaints.”
