Arena Proposal: Drafted Ordinances

On September 18, 2024, Mayor Cherelle L. Parker announced her support for a new Sixers arena proposed for Center City.

Implementing the agreement for the new arena requires approval of an initial package of 11 ordinances and resolutions by City Council. The ordinances and resolutions have been drafted, but not yet introduced. At the request of City Council, they are first being shared here for 30 days.

Note: Prior to enactment, ordinances/resolutions may also be referred to as “bills” or “legislation.”

Arena Transaction Ordinance PDF Authorizes several aspects of the property transaction, including:
  • Transfer of private property from current owner to City via the Philadelphia Authority for Industrial Development (PAID).
  • Lease of the combined arena parcel from City to developer via PAID.
  • Commitment by Sixers to play home regular season and playoff games in arena for at least 30 years.
  • Payments in lieu of taxes from developer.
  • Terms of Community Benefits Agreement between developer and City.
  • Developer agreement to Economic Opportunity Plan (EOP) requiring “best and good faith efforts” to contract with businesses owned by minorities, women, or persons living with disabilities (M/W/DSBE) and to hire minority, women, and local workers and workers living with disabilities.
