The Department of Planning and Development (DPD) uses information provided on the certification form to confirm whether proposed development satisfies the criteria for certification as an affordable housing project eligible for expedited permit review and/or an exemption from the Development Impact Tax (DIT) under §19-4401(3)(d) of the Philadelphia Code. The fact sheet provides additional information about the types of development that may be eligible as well as required documentation.
