The Department of Planning and Development (DPD) uses information provided on this form to confirm whether proposed development satisfies the criteria for certification as an affordable housing project eligible for expedited permit review and/or an exemption from the Development Impact Tax (DIT) under §19-4401(3)(d) of the Philadelphia Code.

Expediting review of permit applications for development of affordable housing is Recommendation 4.4 of DPD’s HOME-OP report. The HOME-OP report was prepared pursuant to the Mayor’s Executive Order 3-25, which charged DPD with compiling stakeholder recommendations for improving residential development approval processes and policies.
