This is the first annual release of this dataset under the OYO. We are releasing a new Youth Residential Placement Data Report that continues the work of the Youth Residential Placement Task Force. The Task Force operated from 2018 to 2019 and shared data on youth in residential placement across child welfare, juvenile justice, and behavioral health systems. After the Task Force ended, this work moved into the City of Philadelphia’s data system, supported by the Integrated Data for Evidence and Action (IDEA) team.
The OYO now manages this data through an agreement with the IDEA team. This guarantees that the public can still access clear, up-to-date information about youth in placement. This report includes new data for Fiscal Years 2023 through 2025. It looks at trends across systems, including who enters placement, how long youth stay, where they stay, and ongoing disparities.
To protect privacy, we removed any data cells with fewer than 10 youth. In some cases, totals are also hidden to prevent people from figuring out those small numbers. The IDEA team also refreshed data for all years, so some numbers may look different from the 2022 report. The OYO plans to publish updates each year moving forward.
