Philly Stat 360 has added a new tool to its H.O.M.E. Initiative public dashboard. This tool shows how the City is making it faster and easier for housing development projects to be approved under the H.O.M.E. Initiative Executive Order.
What Is the H.O.M.E. Initiative Executive Order?
In February 2025, Mayor Cherelle L. Parker signed an Executive Order creating the H.O.M.E. Initiative. The order directs the Department of Planning and Development (DPD) to bring together people from many City departments and partners outside the City. Their job was to suggest ways to improve how housing developments are approved by the City.
DPD gathered more than 100 ideas and began working with other City departments on the first 39 recommendations.
The City’s work to develop and carry out these recommendations is called HOME-OP, with “OP” meaning “optimization.” Optimizing a process means making that process the best it can be.
Mayor Cherelle L. Parker said, “The HOME-OP work behind the scenes is critical to reaching the H.O.M.E. Initiative’s overall goal of producing and preserving 30,000 housing units.”
What Has Been Done So Far
The new tool shows that the City has already finished 12 of the first 39 recommendations. Some highlights include:
- Faster permitting for projects approved by the Zoning Board of Adjustment. Applicants now get hearing results sooner, cutting more than a month from the process.
- A new Philadelphia Land Bank website. It has an easy map showing publicly owned land and simple steps for how to request a parcel.
- Better support for affordable housing projects. These projects are now identified more quickly so they can get faster reviews and avoid the Development Impact Tax.
- A clearer Zoning Code. The City fixed confusing parts to make zoning laws easier for applicants, lawyers, real estate professionals, contractors, City staff, community groups, and members of the public to understand.
What’s next?
City departments are now working together on 23 of the recommendations. The HOME-OP tool will be updated every three months so that residents can follow along as more improvements are completed.
The City’s original plan for HOME-OP updates was for DPD to submit a written report to the Mayor every three months. Now DPD will provide online updates using clear and easy-to-understand images that will be available to the public immediately on Philly Stat 360.
