The City of Philadelphia delayed water shutoffs to protect residents and business owners during the COVID-19 pandemic. We even paused penalties for unpaid bills during the past 13 months.

Now, with vaccinations underway and more City services reopening, we’re restarting enforcement. You could see penalties added to your water bill starting from May 1, so don’t wait!

You can keep your water bills low by paying your balance, or taking advantage of many forms of assistance.

Debt forgiveness and grants

For customers who qualify, the Tiered Assistance Program (TAP) provides a constant, affordable water bill. Even better: If you make 24 consistent TAP payments, we will erase your water bill debt.

If you are a TAP customer already, or receive a Senior Citizen Discount, you will not face added penalties starting May 1.

You could also qualify for up to $2,000 in grant money to repay back water bills. The latest phase of the City’s COVID-19 emergency assistance program includes utility bills. Landlords and tenants can apply for these grants.

Experiencing a special hardship?

We can also lower your water bill when you’ve experienced a special hardship. If you experienced one of these circumstances in the last year, you could qualify for help:

  • Job loss.
  • Serious illness.
  • Household grew.
  • Loss of a family member.
  • Domestic violence.
