Donald C. Marino
Chair, Litigation Unit
The Chair of the Litigation Group reports directly to the City Solicitor, and is responsible for all litigation matters in the Law Department, including management of the Litigation Group, which includes Civil Rights, Commercial Litigation, and Labor and Employment and the Neighborhood Transformation/Code Unit. As Special Counsel, duties will include supervision of sophisticated legal matters, guidance to the City in creating legal policy and strategy, and service as lead counsel in significant litigation at the trial and appellate levels.
Don, a former Chancellor of the Philadelphia Bar Association, is a 1963 graduate of the Temple University, James E. Beasley School of Law. He began his public service career as an Assistant District Attorney in 1964, serving until 1970 in the office of now Senator Arlen Specter, rising to the position of Chief, Major Trial Division. Don dedicated many years to service in the Philadelphia Bar Association, and to the Pennsylvania Court system, serving as a Judge Pro Tem, and as Chair and member of a Hearing Committee of the Disciplinary Board of the Supreme Court.
In 33 years of private practice, Don was active in the Civil and Criminal Courts, both in the State and Federal systems. In 1969, he was admitted to the Bar of the Supreme Court of the United States, and is a member of the bar of the United States District and Circuit Court. Don has been the recipient of a number of awards, including the Insignia Award from St. Joseph's Prep, the Justinian Society Award, the T.E.R. Legal Fraternity Award, and the Cesare Beccaria award from the Criminal Justice Section of the Bar Association and the Justinian Society. He welcomed the opportunity to return to public service, and offer his experience to benefit the City of Philadelphia, and its citizens.
