Office of the City Solicitor Elizabeth Mattioni Chair, Litigation Unit The Chair of the Litigation Group reports directly to the City Solicitor, and is responsible for all litigation matters in the Law Department, including management of the Litigation Group, which includes Civil Rights, Commercial Litigation, and Labor and Employment and the Neighborhood Transformation/Code Unit. As Special Counsel, duties will include supervision of sophisticated legal matters, guidance to the City in creating legal policy and strategy, and service as lead counsel in significant litigation at the trial and appellate levels.
