Appeals and Legislation Unit

Attorneys in the Appeals and Legislation Unit enjoy researching and wrestling with sophisticated legal issues, parsing legislative language, writing complex briefs and other documents, and working on cutting edge legal and policy issues. Mr. Feder, a 1987, summa cum laude graduate of the University of Pennsylvania Law School, and former law clerk to the Honorable Edward R. Becker, United States Court of Appeals for the Third Circuit, supervises a complex appellate practice in both state and federal courts,including civil rights Section 1983 issues, as well as administrative law questions and other significant public policy matters arising out of all of the trial units in the Department. Our Legislative lawyers work with City Council and the Administration in drafting, reviewing and formulating legislation, including research regarding issues arising under the state or federal constitution, state preemption and the Philadelphia Home Rule Charter.  They also advise City officials on various legislative interpretive issues.
