Mayor Michael A. Nutter made the following appointments to the Philadelphia Commission on Human Relations (PCHR): Kay Kyungsun, Yu, Esq., Chairperson, Rabbi Rebecca T. Alpert, Regina Austin, Esq., Fernando Chang-Muy, Esq., Thomas H. Earle, Esq., Marshall E. Freeman, and Sarah E. Ricks, Esq. 

  

The Mayor appointed Rue Landau, Esq., as Executive Director in June 2008.

  

"The members of the Commission are a truly impressive group, bringing tremendous broad-based professional expertise and diverse personal experiences," said Mayor Nutter. "I am thrilled that we have been able to bring together such a strong group to help us achieve our goal of revitalizing the Commission and further expanding its role and programs in advocating against discrimination, prejudice and violence."

Kay Kyungsun Yu, Chairperson of the Philadelphia Commission on Human Relations,

is a former shareholder of the Tucker Law Group, concentrating her practice in complex civil litigation with an emphasis in ERISA litigation, employment discrimination litigation, insurance disputes, and commercial litigation. Ms. Yu is "AV" rated by Martindale-Hubbell and has been recognized as a "Super Lawyer." She was also named one of Pennsylvania's 2009 Diversity Attorneys of the Year by the Legal Intelligencer and Law Weekly. Ms. Yu is the first Asian American to serve as Chairperson of the Philadelphia Commission on Human Relations, the quasi-judicial agency empowered by the City of Philadelphia to enforce its civil rights laws and to deal with all matters of inter-group conflict. Ms. Yu is an active member of national, state and local bar associations. She has a longstanding commitment to the American Bar Association through the Employee Benefits Committee of the Labor and Employment Law Section and has spoken frequently at various ABA conferences. She also has wide-ranging experience lecturing at various venues including at the Annual Conventions and Regional Meetings of NAPABA, the American Conference Institute, and the University of Connecticut School of Law. Ms. Yu also is a co-chair of the Philadelphia Bar Association Employee Benefits Committee. In 2008, she served as President of the Asian Pacific American Bar Association of Pennsylvania. She serves on the Board of Directors of Penn Asian Senior Services (PASSi), a community-based nonprofit organization providing home health care services and training for bilingual nurses aides and home health aides and is a member of the Second Generation Advisory Board of More Bank, a Korean American community bank in the Greater Philadelphia Area. Ms. Yu is a five-time finisher of IronMan distance triathlons. An avid marathoner, she has run more than 20 and has qualified for the Boston Marathon every year since 2006.

Rabbi Rebecca T. Alpert is Associate Professor of Religion and Women's Studies at Temple University.

 

Regina Austin, Esq. is the William A. Schnader Professor of Law at the University of Pennsylvania School of Law. She is a leading authority on economic discrimination and minority legal feminism.

 

Fernando Chang-Muy, Esq. is the Thomas O'Boyle Lecturer in Law at the University of Pennsylvania School of Law, where he teaches Refugee Law and Policy. He also lectures on Immigration and Social Work, and on organizational effectiveness, at the Graduate School of Social Policy and Practice.

 

Thomas H. Earle, Esq. is the CEO of Liberty Resources, Inc., a non-profit, consumer driven organization that advocates and promotes independent living for persons with disabilities.

 

Marshall E. Freeman has held many positions with the Philadelphia Redevelopment Authority including Director of the Minority and Women Business Enterprise with contract compliance duties and responsibilities that included but not limited to: implementing the agency's anti-discrimination policy, directing all department activities, establishing and setting MBE/WBE project goals, approving Developer Compliance Plans, monitoring/tracking and documenting "best faith efforts", identifying, assessing local business capability contract mediation, presiding over pre-construction conferences, assisting developers/contractpors with subcontractor relations, labor union dispute resolution, establishing departmental guidelines and procedures for neighborhood economic outreach, reporting on aggregate levels of MBE/WBE and DBE contract participation, and representing the Authority on all matters pertaining to contract opportunities. 

  

Sarah E. Ricks, Esq. is a Clinical Professor of Law and Co-Director of the Pro Bono Research Project at Rutgers University School of Law - Camden, NJ.

  

Rue Landau, Esq., is the Executive Director of the Philadelphia Commission on Human Relations and the Philadelphia Fair Housing Commission, has been a senior attorney in the housing unit of Community Legal Services for 10 years, representing low-income tenants facing eviction. She is a former co-chair of the Liberty City Democratic Club, an influential political group promoting lesbian, gay, bisexual and transgender causes in the city's Democratic Party.
