The Philadelphia Commission on Human Relations is organized into two divisions: the Compliance Division and the Community Relations Division.
The Compliance Division
enforces the City’s laws prohibiting discrimination (the Fair Practices Ordinance) and investigates claims of unlawful discrimination in three areas: employment; public accommodations, including the delivery of City Services; and housing and real property.
The Community Relations Division
helps to resolve neighborhood conflicts, mediates disputes, partners with the community to prevent intergroup tension, and promotes understanding among the city’s diverse populations.
