OHS request for proposals for SaaS services
The Office of Homeless Services (OHS), the Lead Agency for the Philadelphia Continuum of Care — the County’s homeless response system — has posted to eContractPhilly a new Request for Proposals (RFP #21250124154600) from qualified vendors for a web-based Software-as-a-Service (SaaS).
The Philadelphia Homeless Management Information System (HMIS) is the data infrastructure that is used to collect and store client-level and program-level information about people who are experiencing or are at risk of homelessness, and a critical tool for understanding and improving our efforts to reduce homelessness. OHS is looking for a system that will require minimal customization and will better accommodate the agency’s data collection requirements.
Mandatory pre-proposal meeting
Prospective applicants must attend a pre-proposal meeting on April 28, 2025, at 3 p.m. Local Philadelphia Time.
Proposal application deadline
The application is due by 5 p.m. Local Philadelphia Time on May 23, 2025.

Now open: homeless prevention programs RFP
The Office of Homeless Services (OHS) seeks proposals for Homeless Prevention Programs, including the provision of Financial Assistance and/or Housing Support Services.
OHS is specifically seeking proposals for the following three (3) types of programs:
- Program 1: Provision of financial/rental assistance only.
- Program 2: Provision of case management in support of participants receiving rental assistance from another source.
- Program 3: Provision of both medium/long-term rental assistance and housing support services for participants. Applicants may apply for more than one Program but must submit a separate proposal for each one.
Application deadline
No later than 5 p.m. Philadelphia Time on May 2, 2025.

Pushing Progress Philly (P3) is a 12-month training and supportive services program that provides justice-impacted participants with job training, cognitive behavioral intervention, coaching services and paid employment. P3 is a unique response to the gun violence epidemic in Philadelphia. Cohorts are reserved for P3 participants and registration is required.
