Distributing 500 free laptops across the city and bringing digital access directly to Philadelphia’s neighborhoods.

The Office of Innovation and Technology launched the Power Up Tour as a citywide initiative to help bridge the digital divide. This year, we’re distributing 500 free laptops across the city, 50 laptops to pre-registered residents in all 10 City Council districts. Residents will get the technology they need to succeed in school, work, and everyday life.

In partnership with City Council and community organizations, the tour is more than a giveaway. It is action towards supporting Mayor Parker’s vision of economic opportunity for all Philadelphians. Each stop brings technology access to Philadelphia’s neighborhoods—empowering individuals, strengthening communities, and sparking digital inclusion.

FAQs

How can I get a free laptop?

The City of Philadelphia’s Office of Innovation and Technology (OIT) works through community partners in each council district who identify eligible residents. If you need assistance with obtaining a laptop or other digital access needs, dial 211 to reach a Digital Navigator.

Am I eligible? 

To be eligible for a laptop on the Power Up Tour, residents must:

  • Live in Philadelphia.
  • Attest that they do not have a working computer at home.

Eligible residents must also meet at least one of the following income-based requirements:

  • Have a household income under 200% of the federal poverty level or 60% of area median income. To see if you’re eligible, check the 2025 federal poverty guidelines.
  • Be enrolled in an income-based government assistance program within the past 12 months.

Income-based government assistance programs include:

  • Medicaid/Medical Assistance (MA)
  • Medicare
  • SNAP
  • TANF
  • SSI/SSDI
  • Head Start
  • LIHEAP
  • WIC
  • Federal Public Housing Assistance: Section 8/Housing Voucher, Project-Based Rental Assistance, Public Housing
Who is providing the laptops?  

The City of Philadelphia’s Office of Innovation and Technology (OIT) is providing the laptops. Learn more about our Digital Equity work.

OIT pre-purchased refurbished laptops from PCs for People. PCs for People is a national nonprofit social enterprise working to get low-cost quality computers and internet into the homes of individuals, families, and nonprofits with low income. Are the laptops completely free? Will I need to return it?

Yes. The laptops are free. The Office of Innovation and Technology has already paid for them. You will never receive a bill from us related to this laptop and you will not have to return the laptop.

What are the specifications for the laptop I am receiving? 

All the laptops come with the following specifications or better:

  • Memory: 8GB
  • Storage: 120 GB solid slate drive (SSD) or 250 GB hard disk drive (HDD)
  • Processor: Intel® i5 8th generation

You’ll also get a 1-year warranty from PCs for People.
