The Office of Innovation and Technology launched the Power Up Tour as a citywide initiative to help bridge the digital divide. This year, we’re distributing 500 free laptops across the city, 50 laptops to pre-registered residents in all 10 City Council districts. Residents will get the technology they need to succeed in school, work, and everyday life.
In partnership with City Council and community organizations, the tour is more than a giveaway. It is action towards supporting Mayor Parker’s vision of economic opportunity for all Philadelphians. Each stop brings technology access to Philadelphia’s neighborhoods—empowering individuals, strengthening communities, and sparking digital inclusion.

The City of Philadelphia’s Office of Innovation and Technology (OIT) works through community partners in each council district who identify eligible residents. If you need assistance with obtaining a laptop or other digital access needs, dial 211 to reach a Digital Navigator.

OIT pre-purchased refurbished laptops from PCs for People. PCs for People is a national nonprofit social enterprise working to get low-cost quality computers and internet into the homes of individuals, families, and nonprofits with low income. Learn more about PCs for People’s work in Philadelphia.
Yes. The laptops are free. The Office of Innovation and Technology has already paid for them. You will never receive a bill from us related to this laptop and you will not have to return the laptop.
