Making the City of Philadelphia the safest, cleanest, greenest, city with access to economic opportunity for all relies on all residents having a place to live. And not just any place to live—but a home that's affordable, accessible, safe, and healthy, in a high opportunity and amenity-rich neighborhood. Mayor Cherelle L. Parker’s Housing Opportunities Made Easy (H.O.M.E.) Initiative is a bold approach to ensuring that every Philadelphian has a quality home.

We're building cross-sector partnerships to bring everyone to the table, using the H.O.M.E. Plan as our roadmap. The Plan is a values-based, data-driven strategy to make housing a priority and encourage a partnership between the private, nonprofit, and philanthropic sectors.

We aim to invest an unprecedented $2 billion in housing over the next four years to create and preserve 30,000 housing units. H.O.M.E. will also:

  • Make use of Philadelphia’s array of housing programs.
  • Propose tailored services focused on building housing stability and wealth.
  • Issue $800 million in housing bonds over four years.
