Mayor Cherelle L. Parker’s Housing Opportunities Made Easy (H.O.M.E.) Plan is the City’s values-based, data-driven roadmap for creating and preserving 30,000 homes across Philadelphia. Under the H.O.M.E. Plan, an unprecedented $2 billion over four years, including $800,000 in bonds, will be invested in housing.

Mayor Parker first announced her bold H.O.M.E. proposal to a special session of City Council on March 24, 2025. She then presented H.O.M.E. to the public at a series of well-received town halls. Legislation authorizing H.O.M.E. and $800 million in bond financing passed City Council on June 2 and June 12, 2025. On March 17, 2026, the first $400 million in H.O.M.E. bonds was priced.
