PHILADELPHIA – Mayor Jim Kenney today delivered his first annual address to the Philadelphia Chamber of Commerce, highlighting how eCLIPSE, in its current, early phase of implementation at L&I, is already benefitting the City. By identifying and blocking tax delinquents from renewing licenses issued by L&I, eCLIPSE has enabled the City Department of Revenue to collect more than $5 million in unpaid taxes in the past 13 months.

When fully implemented, eCLIPSE will be a platform for permitting, licensing, and electronic plan submission and approval, accessible online at all times and dramatically simplifying the process of working with L&I for tens of thousands of Philadelphians each year. Further supporting L&I’s critical public safety mission, eCLIPSE will provide a mobile, handheld system L&I code enforcement inspectors can deploy and access in the field.  L&I and the City Office of Innovation and Technology are developing and implementing eCLIPSE, which stands for electronic Commercial Licensing, Inspection, and Permit Services Enterprise Project, in partnership with the Computronix technology firm.
