The voices of Philadelphians will be heard! The City has partnered with the Temple University Institute for Survey Research (ISR) and BeHeardPhilly℠ to conduct a comprehensive survey of residents’ attitudes towards a wide range of city services.
The purpose of the 2016 Philadelphia Resident Survey is to measure public opinion on the delivery of services such as garbage collection and street repairs, on the conditions of facilities such as parks and recreation centers, and to identify priorities among residents.
“Philadelphians have never been shy to voice their opinions about city services, but for too long the City has failed to use that feedback in a systemic way,” said Mayor Kenney. “This resident survey is an important step in that direction.”
Mayor Kenney says the Philadelphia Resident Survey will take place annually, reflecting his commitment to engaging residents from every neighborhood in the City. The last time the City conducted a resident survey was in 2007.
A scientific and random sample of Philadelphia households is being invited by mail to take the survey, using a specific Participant ID. For those people who received the survey in the mail (along with a Participant ID), it is important to use the Participant ID to ensure that there is a random sample of respondents.
In addition, all Philadelphia residents, ages 18 and older, are invited to participate in the survey without a Participant ID by visiting www.PHLsurvey.com. While this is a different way of collecting the data, the citywide opt-in results will provide additional insights to the City. Everyone who takes the survey will also be invited to join BeHeardPhilly℠, where they will be invited to take surveys like this in the future. BeHeardPhilly℠ is an innovative survey program developed by Temple ISR that gives all residents the chance to have their voices heard and continue to weigh in on important topics in the City.
The survey is in both English and Spanish. All of the results will help City officials prioritize strategic initiatives and better serve citizens overall. The more people who participate, the better the City will be able to make improvements and design initiatives to meet community needs.
In addition to the annual survey, the City will also partner with Temple ISR and BeHeardPhilly℠ to conduct follow-up focus groups and shorter, topic-specific surveys designed to collect more in-depth feedback on specific City services and initiatives.

Las voces de los residentes de Filadelfia van a ser escuchadas. El gobierno de la Ciudad de Filadelfia se ha asociado con el Centro de Estudios por Encuestas de la Universidad de Temple y con su programa BeHeardPhilly℠ para llevar a cabo una encuesta que recogerá las opiniones de los residentes sobre los servicios ofrecidos por la Ciudad.
El propósito de esta encuesta es medir la satisfacción de los residentes con servicios como la recolección de basura y la condición de los parques, y determinar qué servicios son prioridades para los residentes.
“Los residentes de Filadelfia nunca han sido tímidos en expresar sus opiniones sobre los servicios que ofrece la Ciudad, pero nosotros en el gobierno no hemos utilizado esta información de una manera sistemática y efectiva”, dijo el Alcalde Jim Kenney. “Esta encuesta es un paso importante en esta dirección.”
El Acalde Kenney añadió que esta Encuesta para Residentes se llevará a cabo anualmente, reflejando su compromiso con alcanzar y establecer relaciones productivas con todos los vecindarios y comunidades de Filadelfia. La última vez que la Ciudad de Filadelfia llevó a cabo este tipo de encuesta fue en 2007.
Una muestra científica al azar de residentes en Filadelfia recibirá una invitación a llenar la encuesta con un ID de Participante. Será muy importante que aquéllos que reciban este ID de Participante lo utilizen al llenar la encuesta para asegurar el método científico.
Además de la muestra al azar, la Ciudad invita a residentes mayores de 18 años a participar en la encuesta sin ID de Participante visitando a www.PHLsurvey.com. Aunque esto provee una manera diferente de recoger opiniones, los resultados proveerán información importante para la Ciudad. Todo el que participe en la encuesta será invitado a ser miembro de BeHeardPhilly℠, un programa innovador diseñado por el Centro de Investigación por Encuestas de Temple que ofrece una oportunidad a todos los residentes de Filadelfia a expresar sus opiniones sobre temas importantes en la Ciudad.
La Encuesta de Residentes está disponible en Inglés y Español. Los resultados ayudarán a la ciudad a establecer prioridades y mejorar la calidad de servicios.
Además de la encuesta anual, la Ciudad continuará su asociación con Temple y BeHeardPhilly℠ para llevar a cabo encuestas más cortas y especializadas en temas específicos a través del año.
