LOBBYING TRAINING - 2021

Philadelphia's Board of Ethics is pleased to offer lobbyist training this fall covering the basic requirements of the City's Lobbying Law for lobbyists, lobbying firms, and principals. The training will also cover some of the nuts and bolts of registering and filing expense reports with the Board of Ethics in Philadelphia's Lobbying Information System (PLIS).

Next Board Meeting - April 9, 2021 (Special)

The Board of Ethics will have a Special Public Meeting at 10:00 am on Friday, April 9, 2021. 

Due to the ongoing COVID-19 emergency, the Board's office is currently closed, so the meeting will be held virtually through the Zoom teleconferencing platform.  Instructions for joining the meeting online or by phone are included in the agenda.

Proposed Regulation No.3 (Statements of Financial Interest)

The Board of Ethics approved Proposed Regulation No.3 (Statements of Financial Interest) during the public meeting held on March 17, 2021. Board staff submitted the proposed regulation to the Department of Records on March 18, 2021. The regulation addresses changes made to Section 20-610 of the Ethics Code by Bill 210080.

CAMPAIGN FINANCE CYCLE 1 REMINDER

In March 2021, City Council amended the rules for the City's Statement of Financial Interest (the City Form) to update who files and what gets disclosed.  Many City officers and employees must also file the State form which is not affected by these changes.

Ethics Board Settlement Agreement - 2.17.21

The Board of Ethics has approved a Settlement Agreement:

The Honorable Anthony Hardy Williams, Williams for Mayor, & Paula Wright: Resolving violations of the City's Campaign Finance Law.  Specifically, Senator Williams failed to exclude $12,983.50 in excess pre-candidacy contributions from his candidate committee Williams for Mayor when he became a candidate in 2019. Williams for Mayor also accepted $27,000 in excess contributions in 2019 and failed to disclose three in-kind contribution in the 2019 Primary 24-Hour Reporting Period.  Senator Williams has agreed to pay a civil monetary penalty of $2,000. Williams for Mayor has agreed to pay $12,000 in civil monetary penalties and to disgorge $39,983.50 in excess pre-candidacy contributions and excess contributions.

The Board of Ethics has approved two Settlement Agreements:

Taubenbeger for Philadelphia: Resolving violations of the City's Campaign Finance Law for failing to disclose $32,000 in accruing unpaid debt on six 2019 campaign finance reports.

William Stewart Graham: Resolving violations of the Home Rule Charter for participating in prohibited political activity while serving as a City employee by organizing and coordinating 8 campaign fundraisers for Councilmember David Oh while serving as Councilmember Oh's Chief of Staff.

Philadelphia's Board of Ethics is pleased to offer lobbying training this fall covering the basic requirements of the City's Lobbying Law for lobbyists, lobbying firms, and principals.  The training will also cover some of the nuts and bolts of registering and filing expense reports with the Board of Ethics in Philadelphia's Lobbying Information System (PLIS).

It is not mandatory to attend any of the 2020 lobbying trainings, however attendance at a training will be credited when the mandatory training provision takes effect.
