Next Board Meeting - September 16, 2020

The Board of Ethics will have a Public Meeting at 1:00 pm on Wednesday, September 16, 2020. 

Due to the ongoing COVID-19 emergency, the Board's office is currently closed, so the meeting will be held virtually through the Zoom teleconferencing platform.  Instructions for joining the meeting online or by phone are included in the agenda.

Based on preliminary returns, Philadelphians voted to amend the Home Rule Charter's restrictions on political activity by City appointed officers & employees.  The change becomes effective when the City Commissioners certify the results.  Below is an overview of what has and has not changed due to the amendment.

Ethics Board Settlement Agreements - 2/21/20

The Board of Ethics has approved five Settlement Agreements:

Friends of Cindy Bass and Traci Nickens: Resolving violations of the City's Campaign Finance Law for failing to disclose $16,636.80 in credit card expenditures in campaign finance reports filed with the Board in 2019.

Friends of O'Rourke and Beulah Osueke: Resolving a violation of the City's Campaign Finance Law for failing to disclose a $11,900 contribution in a 24 Hour contribution report filed with the Board in October, 2019.

Hon. Allan Domb and Allan Domb for City Council: Resolving violations of the City's Campaign Finance Law for accepting five excess contributions in 2019 totaling $11,125.

Judy Moore and the Committee to Elect Judy Moore: Resolving violations of the City's Campaign Finance Law for failing to disclose debt, as well as numerous contributions and expenditures in reports filed with the Board in 2019.  It also resolves a violation of the single account rule for expenditures Ms. Moore personally made for her campaign and a violation for failing to disclose the expenditures on her candidate campaign finance report filed in 2019.

Liberty City Lesbian and Gay Democratic Club and David Feldman: Resolves violations of the City's Campaign Finance Law for failure to timely file campaign finance reports in 2015 and 2017.

The Board of Ethics has approved four Settlement Agreements:

District 1199C PAC and Salima Pace: Resolving a violation of the City's Campaign Finance Law for the late filing of a campaign finance report with the Board.

Friends of Maria and Peter Winebrake: Resolving a violation of the City's Campaign Finance Law for failing to disclose thirteen contributions in 24 hour reports filed with the Board.

Hon. Curtis Jones, Jr. and Friends of Curtis Jones, Jr.: Resolving a violation of the City's Campaign Finance Law for accepting an excess contribution of $1000.

Rodney Hill: Resolving a violation of the Home Rule Charter's political activity restriction on coordinating with a candidate for public elective office by circulating nominating petitions in coordination with a City Council candidate attempting to get on the 2019 General Election ballot.

At the Board's September 18, 2019 public session, staff presented a proposed revised amendment to Board Regulation No. 8 (Political Activity).
