The 1960 Comprehensive Plan

The Philadelphia City’s Planning Commission (PCPC) maintains the City’s Comprehensive Plan. This plan guides change, whether growth or decline. The City’s first plan, the 1960 Comprehensive Plan, recommended where libraries, parks, recreation centers, libraries, local and regional shopping centers should be placed.  Planners also layed out desired roads and subways and estimated jobs and population that could be in Philadelphia in by 1980. The Philadelphia2035 Comprehensive Plan is the first complete update of the 1960 Plan.
