These amended regulations govern how the rotational towing program will operate in the future under AutoReturn’s management. These regulations were publicly advertised and posted online by the City of Philadelphia Records Department at www.phila.gov/records on April 13, 2018. The 30-day period for public comments and hearing requests elapsed with none received. These regulations, and the higher towing fee schedule they enable, will take effect at the time the AutoReturn system launches in each police division. Towing companies must abide by the existing towing rates established in Section 9-605(4) of The Philadelphia Code until the AutoReturn system is launched and the revised regulations are certified by the City of Philadelphia to take effect.
