Philadelphia’s Right to Counsel law guarantees free legal representation to eligible low-income renters. Eligible renters have a Right to Counsel when they face:

Eviction proceedings.
Lease or other tenancy termination proceedings.
PHA housing subsidy termination proceedings.

The following information describe how the City chose the eligible ZIP codes for the roll-out of Right to Counsel and the expansion of the Zip Codes by year. You can learn more about how to get free legal help to avoid eviction.
