What we do
The Plumbing Advisory Board:
- Reviews appeals related to the Philadelphia Plumbing Code.
- Makes recommendations on regulations and standards to the commissioner of the Department of Licenses and Inspections (L&I).
- Reviews products and materials not currently listed in the Philadelphia Plumbing Code.

Amusement and Scales & Scanner Licenses No Longer Required
Effective immediately, Mayor’s Bill #250572, has eliminated the requirement for two major business licenses:
- Amusement License (for events like concerts, carnivals, and special assemblies).
- These businesses must still pay the associated Amusement Tax imposed by the City.
- For more information on tax requirements, please refer to the Amusement Tax page on the Department of Revenue’s website.
- Scales & Scanner License (with the repeal of the Weights and Measures from code).
- For more information on required compliance, please refer to the Pennsylvania Division of Weights and Measures page.
- Businesses are still required to comply with all regulations set forth by the Commonwealth of Pennsylvania, as enforced by the Pennsylvania Department of Agriculture.
Businesses are no longer required to obtain or renew these licenses.
