The City Treasurer’s Office (CTO):
- Manages new and outstanding debt for the City of Philadelphia.
- Serves as the disbursement agent for all City-related payments.
- Invests reserves and excess investment operating funds.
- Works to improve and maintain the credit rating for the City, Water Department, Gas Works, and Division of Aviation.

Jackie Dunn is the City Treasurer. As a part of the Office’s leadership team, she oversees the issuance of notes and bonds on behalf of the City’s General and Enterprise Funds, the City’s $9 billion outstanding debt portfolio, cash management and investments, and related policy issues. Ms. Dunn also serves as the Finance Director’s designee on the Philadelphia Board of Pensions and Retirement.
Ms. Dunn began with the City’s Finance Department as an Assistant Finance Director in 2014. In 2016, she was appointed Chief of Staff to the Director of Finance. The Office of the Director of Finance oversees all financial, accounting, and budgetary functions for the City.
Prior to joining the City, Ms. Dunn worked for Public Financial Management and the Annenberg Public Policy Center.
She has a Master’s in Governmental Administration and a bachelor’s degree in Political Science from the University of Pennsylvania.
