What we do
The City Treasurer’s Office (CTO):
- Manages new and outstanding debt for the City of Philadelphia.
- Serves as the disbursement agent for all City-related payments.
- Invests reserves and excess investment operating funds.
- Works to improve and maintain the credit rating for the City, Water Department, Gas Works, and Division of Aviation.

Rasheia Johnson, City Treasurer, was appointed in January 2016. Prior to her appointment, Johnson worked at Siebert Brandford Shank as senior vice president and head of its Philadelphia office. She has more than 15 years of experience in government and public finance. In public finance, she worked as an investment banker, financial advisor, and bond issuer. She also worked in the municipal finance department at Loop Capital Markets in Philadelphia and previously worked for Public Financial Management in Philadelphia and the City of Philadelphia as assistant to the director of finance for debt management.
Throughout her career, Johnson has managed over $7 billion in transactions and has provided complex technical and analytical expertise for a variety of bond issuers. She worked with multiple bond issuers including the Commonwealth of Pennsylvania, the States of Maryland, Virginia and North Carolina, the Cities of Philadelphia, Pittsburgh, New Haven, Wilmington, Greensboro, and Columbia, as well as Allegheny County, Ocean County, the Pennsylvania Turnpike Commission, the Philadelphia School District, the Southeastern Pennsylvania Transportation Authority, the Pittsburgh School District, and the Pennsylvania Housing Finance Agency.
