Capital Program Office

Working groups

The Capital Program Office’s working groups collaborate with nearly every City department to manage the design and construction of capital-eligible improvements to municipal facilities. This cross-departmental coordination ensures projects reflect the priorities and operational needs of the agencies that serve Philadelphians every day.

Health and Human Services

The Health and Human Services team manages improvements to facilities used by the:

  • Department of Public Health
  • Department of Human Services
  • Office of Homeless Services

We work with client agencies to ensure that City staff have safe spaces to provide services for residents.

Central Facilities

The Central Facilities team manages improvements to City-owned facilities. This includes the following buildings:

  • City Hall
  • Municipal Services Building
  • One Parkway Building
  • Juanita Kidd Stout Center for Criminal Justice
  • Free Library of Philadelphia facilities
  • Department of Fleet facilities
  • Philadelphia Zoo
  • Department of Public Property buildings

We work with client agencies to ensure that these facilities are safe and comfortable for visitors, patrons, and employees.

Public Safety

The Public Safety team manages improvements to facilities used by the:

  • Philadelphia Fire Department
  • Philadelphia Police Department
  • Philadelphia Department of Prisons

We work to support first responders, improve emergency services, and assist our partner agencies in protecting Philadelphia residents by modernizing their essential facilities.

Rebuild

Rebuild is a special project within the Capital Program Office. It leverages a historic public-private partnership with the William Penn Foundation to invest hundreds of millions of dollars in neighborhood parks, recreation centers, and libraries.
