PHILADELPHIA – The Law Department is thrilled to welcome Monique Myatt Galloway as the City’s next City Solicitor, following the departure of Renee Garcia, who has served as Solicitor since 2024. Appointed by Mayor Cherelle L. Parker, Galloway began her transition into the role of Acting City Solicitor on September 2, pending confirmation from City Council.
“Serving the people of Philadelphia as Solicitor has been a privilege and one of the most valuable and fulfilling experiences of my career. I am grateful to Mayor Parker and the communities across Philadelphia for the trust instilled in me to do this important work,” said Renee Garcia. “As Monique transitions into this role, I am confident that her prior dedication to public service and expertise in government will translate exceptionally to leadership of the Law Department and that she will be an invaluable legal asset to the City.”
“For the past 2 and ½ years, our City Solicitor has been Renee Garcia, and I could not be prouder of the work that Renee has done for the Parker administration,” said Mayor Cherelle L. Parker. “Among the many challenging cases that Renee led, she initiated our legal fight against the U.S. Interior Department in the President’s House case, and we will never stop fighting to tell the full story of enslaved Africans living in the President’s House as the country was being formed. We are grateful for Renee’s public service to the people of Philadelphia.”

ABOUT MONIQUE MYATT GALLOWAY:
Monique Myatt Galloway served as an Assistant United States Attorney since November 2023 in the Civil Division of the United States Attorney’s Office for the Eastern District of Pennsylvania. Prior to joining the office, Galloway served as Regional Counsel for two federal agencies in the Mid-Atlantic – the U.S. General Services Administration and the Federal Transit Administration. At GSA, Galloway led a team of attorneys responsible for advising Senior Executives on real estate, commercial lease management, federal acquisition, labor, and environmental laws.
Galloway began her legal career as a trial attorney with the Department of the Navy, Office of General Counsel in Washington, D.C., and later worked in Philadelphia and surrounding area as a litigation associate at both a global defense law firm, where she represented manufacturing and pharmaceutical companies as well as individual pro bono clients, and a national class action law firm, where she represented plaintiffs and class members in consumer protection and employment law matters. Galloway is also a former federal judicial law clerk to the Honorable Cynthia M. Rufe of the United States District Court for the Eastern District of Pennsylvania.
Throughout her career, Galloway has remained devoted to the Bar and the community. In September 2017, Galloway was appointed to the Pennsylvania State Ethics Commission by the Honorable Jay Costa, Minority Leader of the Pennsylvania Senate, and served a two-year term.
Galloway also serves as an adjunct professor at Temple University School of Law and Drexel University School of Law. In 2014, Galloway served as President of the Barristers’ Association of Philadelphia, Inc., one of the largest affinity bar associations in Pennsylvania. She is also a former Board Member of the Public Interest Law Center.
Galloway has served on numerous committees, including the Philadelphia Bar Association’s Commission on Judicial Selection and Retention and the Bylaws Committee as well as the Third Circuit Lawyers Advisory Committee.
In 2019, Galloway received the U.S. Department of Transportation’s Partnering for Excellence Award. In 2018, she received the AARP’s Access to Justice Champion Award.
Galloway received her Juris Doctorate (J.D.), cum laude, from Thurgood Marshall School of Law, where she was Managing Editor of the Law Review. She also received her LL.M. in Trial Advocacy from Temple University, and her B.B.A. in Accounting from Texas Southern University. Galloway is married to Ade Galloway, a fellow attorney, and together they are raising two teenage boys.
