PHILADELPHIA, PA – The City of Philadelphia’s Office of Innovation and Technology (OIT) is thrilled to announce the launch of a new volunteer program, The Power Up Tech Corps, which will engage residents as digital skills volunteers at sites across the city. These volunteers will serve in recreation centers, libraries, community sites, and elsewhere, with the goal of helping residents develop the critical digital skills they need to access social services, maintain vital connections, and explore new possibilities in our more digitally connected world.

“I cannot wait to see the incredible impact the Power Up Tech Corps will deliver to Philadelphians.” Stated Philadelphia Mayor, Cherelle L. Parker. “This program will play an integral part in making sure all residents can fully participate in the digital world, helping to deliver on my commitment to building a Philadelphia with economic opportunity for all.”

Power Up Tech Corps members may serve in roles such as open computer lab monitors, classroom aides working alongside City Digital Navigators, or as digital skills instructors themselves, backed by OIT’s Digital Navigator curriculum. The program will specifically engage a youth cohort of volunteers ages 14-17, and an adult cohort of volunteers 18+.

The Power Up Tech Corps will effectively expand the reach and impact of OIT’s digital equity programs, which include:

The Digital Navigator Network 

The city’s Digital Navigator Network act as a digital support staff who provides remote or in-person one-to-one dedicated support to households around accessing and using technology.

The Power Up Tour

OIT partners with each Council member and a community partner to host monthly laptop giveaway events in every council district.

Philly Free Wi-Fi

The City of Philadelphia offers high-speed internet and public Wi-Fi at many buildings and locations free of charge.

Digital Skills Classes

OIT’s Digital Navigators offer free classes in digital skills for all Philadelphia residents at select recreation centers, libraries, and community sites across the city.

Members of the Power Up Tech Corps will undergo screening, orientation, and training with OIT staff before being placed at a partner site as a volunteer. The program will also provide professional development opportunities for Tech Corps members themselves, including opportunities to earn digital badges, certificates, and other credentials, as well as hosting regular networking and engagement events for Corps members. In the program’s pilot year, OIT aims to place 30+ Power Up Tech Corps volunteers at 10+ partner locations including Free Library of Philadelphia branches, Parks and Recreation Centers, Adult Education providers, and community sites.
