Tiered Assistance Program (TAP)

Behind on your water bills? TAP can help. Over 67,000 Philadelphians can afford their water bills thanks to this program. When you enroll in TAP:

  • Your monthly water bill will be the same amount because TAP is based on income, not water usage. No matter how much water you use, you’ll get the same bill.
  • TAP starts erasing your eligible debt as soon as you pay your first bill.
  • After paying 24 TAP bills, the rest of your debt is wiped out. All penalties and principal are included in this calculation.

Senior citizen discount

Seniors 65 and older get 25 percent off their water bills. There’s now a higher income limit for this discount program.

The annual income limit has increased by $3,300! It’s now $42,100. Now, more seniors may qualify for the program!

To get the discount, you must:

  • Be 65 years or older.
  • Live at the address you put on your application, and
  • Have the water bill in your name.

One application is all it takes

You only need to fill out one application for both programs. It’s easy to apply online, in person, or by mail. But it’s faster and easier to apply online.
