PHILADELPHIA — The City released a public dashboard and report today of the projects funded by the Operations Transformation Fund (OTF). The OTF Project Dashboard is a public facing tool honoring the Office of the Chief Administrative Officer’s (CAO) commitment to transparency and accessibility. The dashboard will give the public access to view monthly updates and track the progress of each project.

“The CAO is committed to supporting City departments in their efforts to transform service delivery and provide people-centered solutions with measurable and equitable outcomes, which is why we launched the Operations Transformation Fund,” said Chief Administrative Officer, Stephanie Tipton. “Now, with the OTF Project Dashboard, the public will have unprecedented access into how the City is progressing on these critical projects and how we intend to measure our success.”

The OTF was created to support innovative projects within City government, with a focus on improving government efficiency and impact. In 2021 the CAO launched the OTF to invest nearly $10 million to underwrite the upfront costs of departmental efforts to reimagine and transform City processes to better serve Philadelphia residents. The OTF Project Dashboard is essential to the integrity of this initiative.

After completing two funding cycles, the OTF has awarded $9.38 million in grant support for 29 diverse initiatives being implemented by 28 departments. By funding projects internally, the OTF leverages existing City resources to build a shared capacity across City departments to create and manage change. The OTF not only provides monetary support for these projects, but also provides a supporting body—particularly the Office of the CAO—to help figure out some of the logistics of launching and sustaining projects.  Feedback from funded departments has indicated that CAO’s assistance has been valuable as they implement their initiatives.

As of September 2022, 83 percent of OTF projects are on schedule. The first OTF progress report is available here. The OTF Project Dashboard will be updated monthly to reflect the status of projects. As implementation continues, the CAO will track additional metrics on the Dashboard. The CAO will also continue to release bi-annual progress reports on the OTF.
