Philadelphia – Streets Commissioner Carlton Williams announced today that work will begin overnight on Monday, April 19^th for the North Broad Street Medians (Vision Zero) Project.  Throughout the initial phases of construction, temporary lane closures during the overnight hours will be required along North Broad Street from Poplar Streets to Cecil B. Moore to permit the contractor to perform construction activities along the center medians.  Motorists should expect some traffic delays, and allow extra time to travel along the North Broad Street corridor.

Beginning April 19^th and continuing through the next few months, the contractor will schedule temporary lane closures along the North Broad Street center median between the hours of 7PM and 6AM.  During the overnight hours, the contractor will excavate and place granite curb to construct the raised medians.  Work will be phased in five (5) segments along the corridor.  Each phase is anticipated to take about two (2) weeks to complete.  The Contractor will work along the North Broad Street median, as follows:

• Phase 1:  Poplar Street to Girard Avenue
• Phase 2:  Girard Avenue to Stills Street
• Phase 3:  Thompson Street to Master Street
• Phase 4:  Master Street to Jefferson Street
• Phase 5:  Oxford Street to Cecil B. Moore Avenue

After the curb is installed, contractor will resume work during daytime hours to place the concrete sidewalks between the curbs to complete the raised medians.  Daytime temporary lane closures along the North Broad Street center median will be scheduled between the hours of 7AM and 3PM in the Northbound direction and between 9AM and 3PM in the Southbound direction.  Day work will also be phased in same five (5) segments along the corridor.  The entire project is expected to be completed by Fall 2021.

This project involves the installation of raised full medians on North Broad Street from Poplar Street to Cecil B. Moore Avenue to create pedestrian refuges at the intersections and make overall traffic safety improvements along the corridor.  At select intersections, the concrete medians will be extended towards the intersection to channelize the vehicle turning movements.  The project will include construction of the median, accessibility improvements, new granite curb installation, setting manholes to grade, asphalt restoration, pavement marking installation, crosswalk marking and traffic sign installation.

To complete the work, residents should expect some parking restrictions along the North Broad Street corridor.  If needed, temporary ‘No Parking’ signs will be posted in advance of each scheduled activity.  Cars must be removed from the work sites during the hours posted on the ‘No Parking’ signs to avoid being towed.  In the event a car is towed, residents should contact their local Police District to determine its location.

This work is being completed by James J. Anderson Construction Co, Inc. of Philadelphia.  The value of the construction contract is just under $1M, and is being funded using mostly Federal grant funding with some additional City Capital dollars.
