What we do
The Philadelphia Water, Sewer, and Storm Water Rate Board is an independent body. City Council established the Board to set rates and charges for water and sewer service.
Through a process of board meetings and hearings, the board considers testimony and other evidence submitted by City officials and members of the public to arrive at fair and reasonable rates to provide adequate funding for the operation of the Philadelphia Water Department.

Advance Notice of PWD’s Proposed Changes to the TAP-R Program
On February 17, 2026, the Philadelphia Water Department filed Advance Notice of the Department’s proposed changes to its Tiered Assistance Program Rate Rider Surcharge rates (TAP-R), proposed to become effective September 1, 2026. The Rate Board expects to issue a rate determination in this 2026 TAP-R Reconciliation Proceeding by the end of June 2026.
The Notice, with proposed changes and supporting documentation, is posted with the proceeding on the Board’s Rate Proceedings page, which will also show hearings and further notices and filings in these proceedings.
Anyone affected by the proposed rates may become a Participant in the proceeding by registering with the Board by March 26, 2026 at WaterRateBoard@phila.gov or:
