A RESOLUTION OF THE PHILADELPHIA WATER, WASTEWATER, AND STORM WATER RATES BOARD
The Board expresses its deepest condolences to family, friends, and the community at large on the passing of its esteemed friend and colleague Michael D. Chapman.

Michael was one of the original members of the Philadelphia Water, Wastewater, and Storm Water Rates Board. In this capacity Mr. Chapman provided the Board with his wisdom, compassion, and integrity in addressing the important issues that came before it. Mike will be sorely missed. He was a great success in business as the Chief Operating Officer and Partner of the Chapman Auto Group. He served as a past president of the Auto Dealers Association of Greater Philadelphia and was active in many professional and trade groups. Besides Mike's devotion to his family and his employees, he was an extraordinarily generous man whose philanthropic and civic work greatly benefited so many people in the Delaware Valley. He generously supported Children's Hospital, the Red Cross, PAL, Catholic Charities, the Special Olympics, and many other charities and individuals. Mike also headed up the Livengrin Foundation to provide drug and alcohol treatment and his own MAC Chapman Family Foundation to benefit sick and underprivileged kids.

To his wife Kate, mother Lavinia, and children Michael, Avery, Charli and all who mourn his passing, the members of the Philadelphia Water Rate Board offer their profound sympathy. May his family and each of us find solace in the knowledge that Mike's life of hard work, generosity and charitable acts will continue to benefit people now and in the future and serve as a living tribute to his memory.

2016 Special Rates Filing
On October 12, 2016, the Philadelphia Water Department filed the formal notice of proposed change in stormwater rates for community gardens with the Department of Records. Please note all filing materials have remained the same as the September 12th, 2016 advance filing.

The Philadelphia Water, Sewer. and Stormwater Rate Board is an independent rate-making body responsible for fixing and regulating rates and charges for water and sewer services.

Rates Determined for Fiscal Years 2017 and 2018

The Philadelphia Water, Sewer and Stormwater Rate Board has finished the rate proceeding to determine rates for fiscal years 2017 and 2018.

The Philadelphia Water, Sewer and Storm Water Rate Board, at its meeting on June 6, 2016, adopted a final decision on proposed changes in rates and charges (Rate Determination) in response to the Application of the Philadelphia Water Department for Increased Rates and Charges (FY 2017-2018). The Water Department’s revised rates and charges, effective July 1, 2016, and incorporating the new rates and charges and other issues included in the Rate Board’s Rate Determination, are set forth below. As of the effective date set forth above, these rates and charges supersede the rates and charges in Chapter 3 of the Water Department’s regulations.

2016 Special Rates Filing

The Water Department’s 2016 special rate filing is to initiate the Rate Board’s review and determination of the special discounted stormwater rate for approved community gardens.

Board Meetings

The Philadelphia Water, Sewer, and Stormwater Rate Board will hold regular Board meetings for 2016. The meetings are open to the public.

Board Members

The Rate Ordinance provides for the creation and implementation of the Board, consisting of five members appointed by the Mayor and serving staggered terms.

Rate Process

In November 2012, Philadelphia voters approved an amendment to the Charter to allow City Council to establish, by ordinance, an independent rate-making body responsible for fixing and regulating rates and charges for water and sewer services.

2016 Rate Proceeding Record

This is the official record of the 2016 Rate Proceeding. The Water Rate Board will use this information to make its decision regarding the rate increase requested by the Philadelphia Water Department (PWD).

2016 Rate Proceeding Participants

Participants have registered with the Rate Board to participate in the 2016 Rate Proceeding. The Public Advocate and the Philadelphia Water Department are automatically appointed as Participants.
