Richard Davison was appointed to the Philadelphia Fire Department in June 1992. Throughout the course of his career, he has achieved every civil service officer rank from Lieutenant to Deputy Chief. In January 2012, he served as an administrator to the Fire Commissioner and the Fire Department’s Public Information Officer, where he built positive community and media relationships through the promotion of press releases, fire prevention, public safety, special events and interactive community programming.
In December 2013, Davison was appointed to Deputy Commissioner of Homeland Security where he is the liaison for the Philadelphia Fire Department in supporting the National Homeland Security Preparedness Goal. As the Deputy Commissioner of Homeland Security, he is responsible for ensuring the future role of the Philadelphia Fire Department in Homeland Security by demanding the need for progressive leadership, innovative training, effective collaboration, intelligence engagement, information awareness and the adoption of a shifting mission that supports preparedness, prevention, response, and recovery of terrorist attacks and all hazards.
These objectives are achieved through collaboration with the Delaware Valley Intelligence Center (DVIC), the Philadelphia Police Department, Office of Emergency Management and other state, local and federal agencies and departments.
As a dedicated servant and situational leader, Davison is committed to putting the needs of others first, while helping people develop and perform efficiently. He makes sure that other people’s highest priority needs are being served--- resulting in a more effective organization and community.
Deputy Commissioner Davison earned a Master of Science in Homeland Security from St. Joseph’s University, a Bachelor of Arts in Public Safety Administration from Holy Family University and an Associate of Applied Science in Fire Science from Community College of Philadelphia. He anticipates completing his Masters of Business Administration from Holy Family University in October, 2014. He graduated from St. John Neumann High School and joined the U.S. Navy and honorably served for four years as a Third Class Petty Officer in Aviation Administration.
Always expanding his personal and professional development, Davison is a graduate and associate of Carl Holmes Executive Development Institute at Clark Atlanta University in Atlanta, Georgia. He earned a Certificate in Leadership from Leadership Philadelphia (2011) and is currently enrolled in the Executive Leader Program, U.S. Department of Homeland Security and Naval Postgraduate School in Monterey, California (2014).
At Community College of Philadelphia, Davison serves on the Advisory Board, Fire Science Program and is and Instructor for the curriculum of Fire Service Administration. He is a member of the Board of Directors for Urban Tree Connection and is also a member of International Association of Fire Chiefs and the DVIC, Northeast Fire and Emergency Medical Service Committee.
He resides in East Oak Lane section of Philadelphia with his wife, April and son, Jordan.
