SIXTH TUESDAY PRE-PRIMARY (Cycle 1) REPORTS are required to be filed only by candidates for statewide office, their authorized candidate committees, and any political committee or lobbyist that has made an expenditure to influence the election of a statewide candidate.

The filing cycle for campaign finance 2009 Annual Reports began on January 1st, 2010. The deadline for filing 2009 Annual Reports is February 1st, 2010.
ANNUAL REPORTS must be filed by all candidates, political committees and contributing lobbyists that have not filed a termination report.

PHILADELPHIA CAMPAIGN FINANCE FILERS
THIRTY DAY POST-ELECTION (CYCLE 6) REPORTS are required to be filed by all candidates appearing on the ballot and all political committees and lobbyists that have made expenditures to influence the election of such candidates. The deadline for filing Cycle 6 Reports is the close of business on Thursday, December 3rd, 2009.

On October 9, 2009, Governor Rendell signed House Bill 1607 amending Title 42 (Judiciary and Judicial Procedure) of the Pennsylvania Consolidated Statues. PA Act No. 49 will result in revised fees that will be effective December 8, 2009.
House Bill 1607, in part, mandates an additional $13.50 fee be charged and collected statewide by Recorders of Deeds for each document submitted for recordation. These funds will be deposited into the State?s Judicial Computer System Augmentation Account, the Access to Justice Account, and the Criminal Justice Enhancement Account. The monies are specifically designated to fund Constable training and full-time County district attorney salaries.
This mandated fee increase will take effect December 8, 2009. Documents submitted to our office on or after December 8, 2009 will incur the $13.50 fee increase per document regardless of the date stated on the document.

Owners of properties for which property deeds have been recorded with the Department of Records have reported receiving advertisements via the mail offering to provide, for a fee, copies of their recorded deeds. These advertisements are addressed to the property owner and cite the recording number of the deed.

The Philadelphia City Scholarship Program provides four-year assistance to undergraduate student, primarily for tuition. The program has been in existence since 1959 and has made awards to 2,500 students. The deadline for applications is March 6th, 2009.

Cycle 6 Reports are to be complete as of Monday, November 24th, 2008. The deadline for filing Cycle 6 Reports is the close of businesss on Thursday, December 4th, 2008.
The deadline for SECOND FRIDAY PRE-ELECTION (Cycle 5) REPORTS is Friday, October 24th, 2008. Cycle 5 reports are required to be filed by all candidates appearing on the ballot and all political committees and lobbyists that have made expenditures to influence the election of such candidates. In 2008, offices appearing on the ballot include ATTORNEY GENERAL, AUDITOR GENERAL, STATE TREASURER, SENATOR IN THE GENERAL ASSEMBLY and REPRESENTATIVE IN THE GENERAL ASSEMBLY.
For extensive or complex research requests that require staff assistance and that also requires more time and in-depth assistance, we suggest that you contact us in advance of your visit to schedule an appointment. This will help us to service your needs more effectively.
We also ask that researchers submit their requests no later than 4:30 PM so that we can complete your request before closing.

Campaign Finance Cycle 1 Reports
Philadelphia Campaign Finance filers are reminded that Tuesday, March 11th, is the deadline for filing Sixth-Tuesday Pre-Primary (Cycle 1) Reports.
The 24-Hour Reporting Period for Cycle 5 began Tuesday, October 23rd, and ends on Friday, November 5th. The 24-Hour Reporting Period, also referred to as Cycle 9, is for filing contributions or expenditures received or made after the cycle closing date, October 22nd.
For any Campaign Finance filers who would like to receive basic training in the computer skills necessary for filing required reports, such as introductory Microsoft Windows skills, the Campaign Finance support group will offer such training on an individual basis. The one-hour training sessions will be offered at the Campaign Finance filing center at the Marriott Residence Inn, One East Penn Square (corner of Market and Juniper, across the street from City Hall) Monday, Oct. 22nd through Thursday, Oct 25th between the hours of 9 AM and 6 PM. The PowerPoint program being presented at the Smart Client training sessions October 11th and 16th is available here for filers to download for review. This presentation leads the new Smart Client user through all Smart Client filing steps, and may be useful as a refresher or guide for those filers who have started using the Smart Client software.
All Campaign Finance filers are urged to attend one of the upcoming electronic filing training sessions. The Pre-Election Campaign Finance filing deadline is approaching. All filers are required to submit their reports by Friday, October 26th. To assist filers, the Campaign Finance Smart Client software has been upgraded. Training sessions have been scheduled for Thursday, October 11th and Tuesday, October 16th. Please see the memo for more information.

The application enables users to enter an address or registry map number and view vital parcel records information including scanned versions of the paper-based registry maps.

The Ethics Board is offering an extension of the January 31st deadline for candidates and political committees to file their cycle 7 reports with the Ethics Board via the Records Department to Thursday, February 15, 2007.
However, all affected candidates and committees must have requested an account from the Records Department by January 31st in order to become eligible for the extension.
To get an account from the Records Department, please print out the Online Registration form and fax, mail, or email it to the Records Department (instructions are on the form).

Our E-Recording interface software is configured to accept all of Philadelphia's recorded document types. It is capable of receiving Level 2 and Level 3 electronic submissions.
Electronic Recording allows submitters to send documents to the Department of Records via the Internet instead of hand-delivering paper documents for recording. Turnaround time on processing and recording documents is greatly reduced since the documents are sent electronically and can include data tags with the submittal.
Including paintings, photographs, prints, objects and documents, the exhibition uses William Penn's vision for Philadelphia to explore street activity over 300 years.

The City of Philadelphia, Department of Records proudly celebrates National History Day in collaboration with the National Constitution Center, the Atwater Kent Museum, and other regional institutions. The National History Day Philly web site displays historic communications between the citizens and government of Philadelphia. Selected documents are broken into categories and can be searched for by clicking on any of the categories in the left hand column.
The Records Department’s document recording “Recorders Index” information is now available on-line. Users can search and obtain copies of land records such as deeds and mortgages and pay with a VISA or Master Card. The on-line system contains index and images of recorded land records dating back to 1976. A “Historical Index” with index data back to the 1600s is also available.
