Empowerment Zones

North Central

 The following grants are available in the North Central Empowerment Zone (NCEZ).

Business Assistance Grant

This grant is available to support businesses within the North Central Empowerment Zone. Existing businesses or start-up businesses can apply. Businesses can receive up to $25,000. This helps create and sustain an environment that cultivates employment.

Grant funds can be used for:

  • Equipment.
  • Fit out.
  • Storefront improvements.
  • Marketing.
  • Professional services.

Neighborhood Economic Development Impact Grant

The Neighborhood Economic Development Impact Grant supports commercial and industrial projects in underserved areas. These projects must be new construction or substantial rehabs. The goal of this grant is to increase services and job opportunities in the neighborhood.


Storefront Improvement Program Supplement Grant

The Storefront Improvement Program helps to beautify Philadelphia’s targeted commercial corridors. Business and property owners may be eligible to receive grant money for facade improvements. This supplemental grant allows businesses on eligible corridors to receive an extra 25 percent match.

Eligible corridors:

  • 1400-2200 blocks of Cecil B. Moore Avenue
  • 1000-1200 blocks of Lehigh Avenue
  • 2100-2600 blocks of Germantown Avenue

Financial Literacy Grant

Individuals who live or work within the Empowerment Zones can receive free:

  • Tax preparation services.
  • Financial literacy services.
