Empowerment Zones help generate economic growth through programming and initiatives in targeted areas. The City of Philadelphia established Empowerment Zones in 1994. The federal designation expired in 2009. The City continues to support growth in these areas through the Neighborhood Funding Stream. Money provided through Empowerment Zones helps to build a better Philadelphia.
Grants are available in each Empowerment Zone to support business and economic development.
Empowerment Zones are a program managed by the Department of Commerce.
