Agency Function
The functions of this office include coordinating the preparation of the City's state and federally funded criminal justice program; coordinating the City's criminal justice planning, research, and evaluation efforts to better promote the improvement of criminal justice; to prepare a City criminal justice annual plan; to conduct pertinent research and analyses which would identify the City's criminal justice priorities, problems and needs; to provide professional and technical assistance to the City's criminal justice agencies; and to receive federal and state funds dedicated for criminal justice programs.

Agency History
Under the Mayor's Executive Order 1-78, signed on 13 June 1978, Mayor Frank Rizzo created a Mayor's Criminal Justice Advisory Commission and a Criminal Justice Coordinating Office in the Office of the Managing Director. The Commission is composed of seventeen members, including the Managing Director, the President Judge of the Court of Common Pleas, the District Attorney, the Police Commissioner, the Superintendent of Prisons, the Sheriff, the President of City Council, the President Judge of Municipal Court, the Clerk of Quarter Sessions, the Chief Probation Officer, the Public Defender, the Executive Director of the Youth Services Coordinating Commission, and five persons appointed by the Mayor.

On 19 December 1978, Mayor Rizzo signed an amendment to the Executive Order which changed the name of the Commission to the Mayor's Criminal Justice Coordination Commission. On 23 August 1979, by another amendment, Mayor Rizzo increased the composition of the Commission with the inclusion of the Court Administrator of the Court of Common Pleas.

By Executive Order 2-84, dated 18 January 1984, Mayor W. Wilson Goode abolished the existing Criminal Justice Coordinating Commission. By Executive Order 1-84, probably dated the same day, Mayor Goode established a new Criminal Justice Coordinating Commission with the same goals as its predecessor. The membership of the Commission was increased from 18 to 23 with the inclusion of the Mayor, Chancellor of the Philadelphia Bar Association, Director of Commerce, member of City Council and member of the City's state legislative delegation.

By Executive Order 2-92, dated 3 June 1992, Mayor Edward G. Rendell, reestablished the Criminal Justice Coordinating Commission, with an increase of members from 23 to 32. The additional members included the Chief Justice of the Pennsylvania Supreme Court, the Executive Administrator of the First Judicial District of Pennsylvania, the City Solicitor, the Director of Finance and five additional members appointed by the Mayor.

Although Executive Orders 2-84 and 2-92 both specifically placed the Criminal Justice Coordinating Commission under the Office of the Mayor, it has remained administratively in the Office of the Managing Director. Specifically, the goals of the Criminal Justice Coordinating Office in 1996 include the coordination grant management services for criminal justice agencies; management of pertinent research, planning and development for criminal justice projects; management of the Justice Facilities and System Improvement Program and the Federal Prison Overcrowding Case; and coordination of the activities associated with the Mayor's anti-drug initiative.
