- The Mental Health and Mental Retardation Advisory Board was created under Article III, Sections 301(g) and 302 of the Pennsylvania Mental Health and Mental Retardation Act of 1966; Formal Legal Opinion No. 293 (1 March 1967) of the Philadelphia City Solicitor and Section 3-917 of the Home Rule Charter primarily to review and evaluate the County's mental health and mental retardation needs, facilities, services and special problems; to make recommendations to the local authorities concerning the program and any other matters relating to mental health and mental retardation services in the County, including purchase of service contracts and the extent of funds required to implement the program; and to review performance under the mental health and mental retardation programs and recommend a system of program evaluation and, secondarily, for the purpose of advocacy on behalf of the Philadelphia community in relation to its mental health and mental retardation needs.
The first Board was appointed by the Mayor on 17 May 1967 and held its first meeting on 26 Jun 1967. The Board consists of eight members, appointed by the Mayor, of whom a majority form a quorum. Officers of the Board include a Chairman, designated by the Mayor, and a Vice-Chairman and Secretary, elected by a majority of the Board. Six committeess assist the Board in carrying out its responsibilities including a Committee on Policy and Program Planning for Children and Youth, Committee on Policy and Program Planning for Adults and Aged, Committee on Program and Service Evaluation, Committee on Legislation and Funding, Committee on Education and Training, and Committee on Community Participation. Committees are composed of Board members and/or persons of special expertise in the area assigned to the Committee. The chairperson of each committee is appointed by the Chairman of the Board on recommendation of the Board members. Committee members are appointed by the chairperson of each committee.
