The Core Purpose of the Office of the Chief Integrity Officer is to uphold the public's trust by ensuring that the City operates with fairness and integrity, uncompromised by conflicts of interest, political affiliation, favoritism, or other unfair considerations.

Pennsylvania State Ethics Commission

The Pennsylvania State Ethics Commission is an independent state agency responsible for enforcing the State Ethics Act.  The Ethics Commission provides advisory opinions regarding the Ethics Act, enforces the filing Statements of Financial Interests forms, investigates alleged violations of the Ethics Act, and issues decisions related to those investigations.

The Ethics Commission is also responsible for generating a public listing of all state, county, municipal, and other government positions that meet the definition of  "public official" or "executive-level public employee", as well as, enforcing certain provisions of the State's Lobbying Disclosure Law and providing advisory opinions on the Lobbying Disclosure Law.

Philadelphia Board of Ethics

The independent five-member Philadelphia Board of Ethics provides ethics training for all City employees and enforces all City Charter provisions concerning ethics, as well as the City Ethics Code. The Board reviews matters concerning conflicts of interest, financial disclosure, standards of governmental conduct, campaign finance, and prohibited political activities. The Board has authority to render formal advice, investigate complaints, and issue fines. It publishes its advice to guide City employees and others in applying ethics rules to particular situations.

Inspector General

The Philadelphia Inspector General is the watchdog for the taxpayers of the City, rooting out corruption, fraud, misconduct, waste and mismanagement. The Inspector General and her staff investigate suspected fraud, corruption, waste, and misconduct in all departments, agencies, commissions and boards under the Mayor's jurisdiction, as well as of individuals or companies who receive City funds or otherwise do business with the City. The Inspector General also provides investigative expertise to any agency or authority requesting assistance, and supervises the integrity officers in each City department and agency, who conduct investigations of administrative integrity-related complaints. Where the Inspector General finds wrongdoing, the matter may be referred for criminal prosecution or for administrative action.

Chief Integrity Officer

The Chief Integrity Officer (CIO) position was re-established by Mayor Jim Kenney on January 4, 2016 through Executive Order No. 02-16.  The CIO is charged with promoting honesty, integrity, transparency, and accountability throughout the Executive and Administrative branch of government in the day-to-day operations of City government.  The CIO works proactively to address potential issues before they become a fraud investigation or an ethical violation. Specifically, the CIO:

  • Ensures the integrity of City operations, specifically in the areas of procurement and contracting; the disposition and use of City property, facilities and equipment; and, the provision of City services.
  • Looks into complaints of unethical or unlawful conduct within the foregoing areas
  • Creates, supports, and monitors a comprehensive program for the identification, prioritization, and management of compliance risk throughout the Executive and Administrative branch
  • Informally advises City officials, employees, boards/commissions members, and vendors about ethics and integrity issues, especially those related to contracts and the executive orders.
  • Communicates the administration’s policies to the City’s workforce and to the public through e-mails, newspaper articles, trainings, workshops, and this website. 

The Office developed the following goals as part of its Strategic Plan:

  1. Increase awareness of, and compliance with, ethics rules by being a proactive, responsive and reliable resource to City employees, vendors, and the public.
  2. Prevent potential wrongdoing by proactively addressing ethical issues through the development of City policies and procedures and consultation with City employees and officials.
  3. Improve access to City information and engage the public in order for the City to become a model for transparent government operations.

City Controller

The City Controller is an elected officer of the City of Philadelphia. The City Charter charges the Controller with auditing the operations of every City office, department, board, and commission and with reviewing, for approval or disapproval, all City disbursements. The Controller makes recommendations to improve the efficiency and economy of City operations, and to minimize opportunities for fraud and waste. The Controller is independent of the Mayor and City Council, whose operations he audits, along with those of other City offices, departments, boards, and commissions.

Finance Department

The duties of the Finance Department, an executive agency under the Mayor’s authority, include operating eContract Philly, the City’s website for procurement of non-competitively bid contracts, including those for professional services.

The Finance Department's Contract Legislation Unit ensures that the requirements of Chapter 17-1400 of the City Code are met, to eliminate real and perceived favoritism in the award of the City’s professional services contracts.

Procurement Department

The Procurement Department, an executive agency under the Mayor’s authority, is the central purchasing and materials management agency for the City. It is responsible for managing competitively-bid contracts, acquiring supplies, equipment, non-professional services, construction, and concessions at the best price for the City while ensuring a fair and open procurement process.
