Philadelphia is one of eight counties chosen to participate in the Urban Institute’s Upward Mobility Cohort. The Philadelphia Upward Mobility Action Plan builds on the insights of other U.S. cities to identify barriers to mobility from poverty and recommend steps the City of Philadelphia can take to help residents thrive.
